As an important base of national heavy chemical industry, Caofeidian plays a part in following the Metropolitan Areas in the industrial structure adjustment gradient transfer of industries, which made it increasingly important to develop producer services that can improve the added value of industrial chain.This paper analyzes the need for Caofeidian developing producer services and the difficulties as the theoretical basis of the nature and features of producer services, putting forward the strategic planning to establish a modem producer service industry base.
