政策性农业保险是在农业基础薄弱、农民增收困难、农村经济社会发展明显滞后、保持农村发展良好势头任务非常艰巨的关键时刻,由中共中央国务院在2003年12月31日《关于促进农民增加收入若干政策的意见》中提出的,并在2004—2010年的中央一号文件中连续七年进行了强调,可见中央对其高度重视。湖南于2007年开展政策性农业保险,是全国首批六个政策性种植业保险试点省区和22个养殖业保险试点省市区之一。本文在总结试点情况的基础上,提出有关政策建议。
Policy-based agricultural insurance is a crucial moment when the agricultural foundation is weak, the peasants ’income increases are difficult, the rural economic and social development lags far behind and the task of maintaining the momentum of rural development is very arduous. The CPC Central Committee and State Council on December 31, 2003, “On Promoting Farmers’ Income Increase Opinions of Several Policies ”and emphasized for the seventh consecutive year in the document No. 1 of the Central Government from 2004 to 2010. It can be seen that the Central Committee attaches great importance to it. Hunan carried out policy-oriented agricultural insurance in 2007 and is one of the first batch of six pilot provinces for pilot planted planting insurance and 22 pilot provinces and cities for breeding insurance. Based on the conclusion of the pilot project, this paper puts forward some policy recommendations.
