The authors report a preliminary design of a framework that implements cooperative applications of heterogeneous traffic data which include sensor-based data collected with traditional methods such as loop detector and CCTV and vehicle-based data, or in other words, trajectory data, from moving vehicles. Both kinds of traffic data can reflect traffic conditions but in different manners. If they can be fused together, then a more complete spatio-temporal picture of traffic system can be produced, and the picture in turn can be used in real-time trafficoperations as well as long-term traffic planning. The above motivates the present research. Two kinds of cooperation among traffic data, vehicles, public sectors and private sectors compose the core of the proposed framework. Because this framework can provide accurate, complete,and prompt traffic information and guidance, more and more vehicles will join it, and thus it can be developed in a benign circle. In addition, issues related to privacy protection and possible solutions are also discussed in this paper.
