This paper theoretically induces dam failure model in 5 general categories of "load building---damage dam failure",comes up with 23 dam failure routes closely related to dam failure.It establishes tailing dam failure risk assessment model through multilayer fussy-pattern recognition theory,conducts recognition based on 4 conditions or levels of known standard characteristic value of the 16 indexes,utilizes relative membership function to convert index and standard characteristic value matrix into relative membership matrix of selected index and standard characteristic value respectively.
