This paper scrutinizes the important political dynamics between land developers and multilayered states in market reform China.Even though the "patron-client"-type entanglement and collusion between them has been well-known,their mutual embeddedness states in land development industry as well as land developers in states--has not been understood in depth.Different from other developmental states,Chinas state land ownership and various related policies have produced largely three types of land developers large state-owned,local state-owned,and privately-owned land developers.They form similar but distinct relations with multi-layered states,which have enomous discretionary power on land development and pursue their own agenda in such a lucrative industry.This set of political economic cooperation and competition produce positive as well as negative consequences that partly define the transformation of market reform in China and its state-society relations.
