This paper investigates Chinese local government spending patterns since 2001.Overall,the paper finds that county-level governments have significantly increased their spending on "soft" expenditures,such as education and health care.The reasons for this are complex central government service provision mandates,bottom-up pressure for social services,and,most importantly,the incentive system faced by local officials as a result of the cadre responsibility system.The paper begins with a review of evidence suggesting that soft spending has increased relative to infrastructure and other hard spending,but finds no serious analysis of county-level data to conclusively prove that this shift has occurred.The next section of the paper analyzes,using panel data regression techniques,a dataset of local government expenditure across all counties in China from 2001 to 2007.The paper then concludes with some remarks about the theoretical and practical import of this change.Below is a section-by-section breakdown of how the paper plans to proceed.
