　　Based on the theory of area economic development unevenly,this paper empirically analyses the theoretical and practical difference about service levels of rural social old-age security system in various areas from the aspect of the relationship between the imbalance of development of rural social old-age security system and government responsibility.The research result has discovered the followings: there is a large gap between actual supply and theoretical supply in indifference preference of rural social old-age security system public service due to subjective reasons of local government.At last,the paper offers policy advices on how to improve government responsibility in rural social old-age security system in the context of regional differences.
