Transformation optics has been established based on local medium framework,in which the parameters of materials are not dependent on the wave vector or incident angles.The local medium can only be produced by metamaterials at deep subwavelength scale.We show that photonic crystals can sometimes effectively behave as nonlocal medium with its parameters dependent on the wave vector or incident angle.
