1.提高认识求巩固 第一,巩固发展初级卫生保健办好合作医疗是加速发展社会主义经济,实现农村奔小康的可靠保障。实践证明,搞好初级卫生保健,巩固发展农村合作医疗制度,才能确保人民群众的身心健康,促进农村经济发展,加快奔小康的步伐。不仅如此,办好农村合作医疗就其本身也能创造出巨大的社会和经济效益。如招运市1992年全市坚持初级卫生保健搞合作医疗的村卫生所,为群众防病治病达684万人次,占各级防治机构总数的81％,

Practice has proved that to do a good job of primary health care and consolidate the development of the rural cooperative medical system can ensure the people’s physical and mental health, promote rural economic development, and accelerate the pace of development toward a well-off society. Not only that, running rural cooperative medical care can also create enormous social and economic benefits. For example, in Zhaoyun City in 1992, the city’s village clinics, which adhered to primary health care and engaged in cooperative medical care, provided prevention and treatment for the population of 6.84 million people, accounting for 81% of the total number of prevention agencies at all levels.
