人才资源是第一资源,加强海外油气业务人力资源建设是推动海外油气业务发展的关键,战略意义重大而深远。本文着眼中国特色油气企业国际合作人力资源体系建设,立足中国石油尼罗河公司人力资源管理现状,客观分析面临的形势任务、机遇挑战、薄弱环节和存在的不足;以国际化的视角,提出了构建国际化人力资源管理体系的思路、对策和办法;并就跨国经营企业人力资源管理部门自身建设提出了要求。
Talent resources are the primary resources. Strengthening human resources development in overseas oil and gas businesses is the key to promoting the overseas oil and gas business. The strategic significance is significant and far-reaching. Based on the current situation of human resources management of CNPC Nile Company, this paper objectively analyzes the situation, tasks, opportunities and challenges, weak links and shortcomings of international cooperation in oil and gas enterprises with Chinese characteristics. Based on the international perspective, Human resources management system ideas, countermeasures and methods; and multinational operating human resources management departments to build their own requirements.
