常熟市琴南乡自1987年起至1992年5月共建办外商投资企业18家,居常熟市乡镇之首。共计投资总额2790.3万美元,其中利用外资1483.48万美元。因而荣获“外向明星”称号。琴南乡建办外商投资企业呈三个阶段,滚动发展。1987—1990年为摸索阶段,建成外商投资企业4家,投资总额169.3万美元,利用外资53.68万美元,分别占总投资和利用外资的6％、3.6％。1991年为稳定阶段,建成外商投资企业
