基层文化建设既是新时期社会主义建设的重要保证,也是社会主义建设的重要内涵之一。加强日常的基层文化建设,满足人民群众日趋增长的文化精神需要,既是实现“三个代表”的重要途径,也是城区现代化建设的必然要求,更是推动社会主义精神文明建设的客观要求。目前,城区基层文化建设中做了一些扎实的工作,但是在基层文化建设工作还存在一些不容忽视的问题,这需要我们在新时期背景下重新审视基层文化建设的发展方向与实现途径。
The construction of grassroots culture is not only an important guarantee for the socialist construction in the new era, but also an important connotation of socialist construction. To strengthen daily grassroots cultural construction and meet the growing cultural needs of the people is an important way to realize “three represents,” and it is also an inevitable requirement for the urban modernization drive. It is also an objective requirement for promoting socialist spiritual civilization. At present, some solid work has been done in the construction of grassroots culture in the urban area, but there are still some problems that can not be ignored in the work of grassroots culture construction. This requires that we reexamine the development direction and ways of grassroots culture construction under the background of the new era.
