为认真贯彻落实中央关于“党政一把手都要亲自抓第一生产力”的要求和“科教兴围”战略,切实增强党政领导特别是党政一把手推进科技进步的紧迫感和责任感,加强对科技工作的组织领导,抓住西部大开发的机遇,切实推动“科教兴川”战略的深入实施,省委、省政府决定,在全省实行市(地、州)、县(市、区)党政一把手抓第一生产力目标责任制。现将有关事项通知如下:一、主要目标责任(一)全面贯彻落实“科学技术是第一生产力”的思想,按照可持续发展的要求,把加速科技进步特别是推进技术创新及科技产业化摆上党委、政府重要议事日程,每年召开专题会议,认真研究科技进步和科技人才队伍建设工作。
