县长会议看重解决了春耕和反官僚主义的问题,陈主席讲过了我都同意。大家要求我讲讲领导方法问题,我只能就现在情况一般的讲一下领导方法和当前工作问题。我想讲六点:一、必须了解和掌握情况要想我们工作上不犯大错误,就要拚命地细致地经常地做这一工作。这就是毛主席讲的看情况办事。不了解情况就不可能做出正确地决定。我们要特别注意到要经常注意对各县情况要了解很深、很透、掌握住主要情况,这就会有正确地领导。官僚主义者他们忙的很厉害,但对自己的周围情况却不清楚,是一定要犯错误的。

We should pay particular attention to always paying attention to the situation in various counties to understand deeply and thoroughly and mastering the major conditions, which will lead them correctly. The bureaucrats are very busy, but they are not clear about their surroundings, and they must make mistakes.
