建设服务型政府要求转变政府职能,从原来的管控型政府向服务型政府转变。因此,基层航标站点公共服务能力建设的首要目标就是转变管理观念和职能,寓管理于服务中。
Building a service-oriented government requires the transformation of government functions, from the original control-oriented government to service-oriented government. Therefore, the primary goal of the public service capability of grass-roots beacon stations is to change management concepts and functions and to manage them in service.
