长江流域的防洪规划是一非常复杂的问题,它牵涉的面很广,不可能在一篇文章中作较为全面的介绍,只就个人工作体会,谈一些人们最关心的问题。(一)对长江的洪水灾害特性的认识大家都知道,长江流域的洪水是暴雨造成的,由于暴雨的类型、强度和地区分布不同,所产生的洪水类型和灾害的大小及性质也有所不同。长江流域地处温带,季风环流,北方的冷气团(主要指变性极地气团)与太平洋、印度洋两个湿带的暖气团经常在这里交绥,锋面活动非常显著;气旋过往频繁;因之长江流域雨量丰沛,气候变化复杂,夏秋季节多暴雨,4~10月的雨量占全年降
Flood control planning in the Yangtze River Basin is a very complex issue. It involves a wide range of issues. It is impossible to give a more comprehensive introduction in an article. It only talks about personal work experiences and talks about some issues that people are most concerned about. (I) Understanding of flood disaster characteristics in the Yangtze River As we all know, floods in the Yangtze River Basin are caused by heavy rain.
