近年来,村民自治中的权力腐败日渐引起中央和社会各界的关注,进一步凸显了遏制腐败、净化农村发展环境的重要性。从近日笔者农村调研的情况看,这些腐败既有村官自身的问题,更与制度设计不完善有关。在当前农村社会权力系统中,以《村民委员会组织法》(以下简称《村组法》)为主体的法律制度上的缺陷和其他社会原因所造成的村委会一股独大,是导致村官大面积腐败的重要制度原因。要从根本上遏制村官腐败,就必须关注这些问题。
