海城市政府在大多数企业实现机制转换后,努力探索职能转变这个重要而紧迫的课题。政府与转制后的企业,只是职责分开,丝毫不意味着与企业一刀两断,也不是无用武之地了。搞好管理服务是其新的根本的职能,这种职能是大有可为的。那么,如何强化政府的管理服务职能呢?从海城市的实践看,笔者认为,应主要发挥好十种作用。
The Haicheng government, after realizing the transformation of most enterprises’ mechanisms, has strived to explore the important and pressing issue of the change of functions. The government and the transformed enterprises are only separated by their responsibilities. It does not mean that they should be completely separated from the enterprise, nor is it useless. Doing a good job of management services is its new fundamental function. This kind of function is very promising. So, how to strengthen the government’s management service function? From the sea city’s practice, the author believes that it should mainly play a good 10 kinds of role.
