十八大以来国家越来越强调通过现代的治理手段来解决国家生活中出现的各种问题,因此如何在依法执法的过程中对群体性事件进行管理、控制就成为了公安机关必须考虑的现实问题。本文指出通过对群体性事件中不同参加人进行群像的刻画,分析总结参加人的不同特征;在确定诸参加人对于群体性事件不同影响后,对其采取不同的措施处置,以达到博弈的最佳平衡点,通过对症式的应对以达到对群体性事件的良性处置。
Since the 18th CPC National Congress, more and more countries have emphasized the solution of various problems in their daily life by means of modern governance. Therefore, how to manage mass incidents in the course of law enforcement has become a reality that public security organs must consider problem. This paper points out that through group images of different participants in mass incidents, we analyze and summarize the different characteristics of participants. After determining the different influences of participants on mass incidents, we take different measures to deal with them in order to reach the goal of the game Good balance, through the symptomatic response in order to achieve the benign disposal of mass incidents.
