1999年11月15日,中国外经贸部长石广生和美国贸易代表巴尔舍夫斯基在北京签署了中美关于中国加入世贸组织的双边协议,标志着中美之间关于中国加入全球最大的贸易组织的双边谈判正式结束,从而为中国入世扫清了最大障碍,在国内外引起巨大反响。人们茶余谈“入世”,饭后话“入世”。因为中国加入的国际组织何其多矣,但没有哪个组织像今天加入 WTO 一样,历尽曲折,饱含艰辛。由“复关”到“入世”,进行了13年马拉松式的谈判,让国人揪心,世人瞩目。自中美双边贸易签署后,国人再一次将目光聚焦在 WTO 上,那么,什么是 WTO 呢?
On November 15, 1999, Chinese Minister of Foreign Trade and Economic Cooperation Shi Guangsheng and U.S. Trade Representative Barshefsky signed a bilateral agreement between China and the United States on China’s accession to the WTO in Beijing, marking the Sino-U.S. Agreement on China’s accession to the world’s largest trade organization Formally concluded the bilateral negotiations, thus clearing the biggest obstacle for China’s accession to the WTO and arousing great repercussions at home and abroad. People talk about tea, “joining the WTO,” words after dinner, “WTO.” Because China has so many international organizations it joins, no organization like the one that joins the WTO today has experienced twists and turns and is full of hardships. From the “cross-off” to “accession to the WTO”, the 13-year marathon talks were held so that people in China would feel worried and the world watched. Since the signing of bilateral trade between China and the United States, people once again look at the WTO, then what is the WTO?
