一、特殊情况下的主题词标引 1.公文所涉及的主题词超过5个时的标引。按照《国务院公文主题词表》标引方法的规定,公文的主题词最多不能超过5个。当公文所涉及的主题词超过5个时,就应按规定把主题词缩减到5个以内。如何缩减?我们先看一下主题词的结构及作用:其结构是“类别词+非文种类属词+文种”;其作用是为实现公文的第二价值即档案价值服务,提供档案分类、管理、检索的依据。由此我们不难看出,类别词和文种不可缺少,要缩减只能缩减非文种的类属词。方法有三:一是去掉次要的、相对说对主题影响较小的主题词。如公文《×××人民政府印发关于加强对饮食业和宾馆管理的若干规定的通知》,如把所涉及的所有主题词都进行标引,就是“服务业 饮食业 宾馆 管理
