党的十六届三中全会提出了“建立健全与市场经济相适应的教育、制度、监督并重的惩治和预防腐败体系,为完善社会主义市场经济体制营造良好的氛围”的要求,使各级党委政府和纪委在反腐倡廉工作中的任务更明确。去年底,苏州市委印发了《关于建立惩治和预防腐败体系,保证“两个率先”顺利实现的决定》,加快了建设惩治和预防腐败体系的步伐。太仓市委针对党风廉政建设实际,结合近几年来在标本兼治、综合治理方面的实践,着力从构建四个机制入手,初步建立了比较完善的惩治和预防腐败体系。
