加快农村土地经营流转,是大力促进农业适度规模经营,实现乡村振兴的必由之路。农地经营流转意义重大,其核心在于能否实现农村土地承包经营权的科学流转、有序流转,实现质量与效益的双赢。鉴于此,中共江苏省委党校第4期乡镇长培训班学员通过对苏南、苏中、苏北13个乡镇的调研,总结了所调研乡镇土地经营流转的进展情况,深入分析了当前江苏土地经营流转面临的问题,并有针对性地提出了对策建议。
