指出美国一些防洪大坝存在违反操作程序、防洪建筑物操作不当、不切实际或已不实用的操作计划、低估洪水流量等问题。提出了一些改进措施，如建立必要的组织机构和法律体制、按防洪规程进行操作、采用实时遥测流量数据预测水库入流、防止灌溉用水占用防洪库容等。
It is pointed out that some flood control dams in the United States have problems such as violating operating procedures, improper operation of flood control buildings, impractical or impractical operation plans and underestimation of flood flows. Some measures for improvement are put forward, such as establishing necessary organizational structure and legal system, operating according to flood control regulations, using real-time telemetry flow data to predict reservoir inflow, and preventing irrigation water from occupying flood control capacity.
