“走出去”的海上路线《中国石油企业》:中国石油集团公司(以下简称GNPC)组建海洋工程有限公司(以下简称CPOE),是出于怎样的战略考虑?石林:CNPC党组书记、总经理陈耕在CNPC领导干部会议上就已明示,要组建CPOE。在CPOE揭牌大会上副总经理郑虎又作了专门的论述,概括起来主要有以下几点。 提高油气供给能力,努力满足国民经济对油气不断增长的需求,保障国家能源安全,实现可持续发展战略;实施海洋油气资源接替战略,加快向海洋进军,推动海洋石油事业发展,满足CNPC自身海上油气勘探开发对工程技术服务需求;是CNPC全面推进建设具有国际竞争力跨国企业集团战略部署,实施“走出去”战略的需要。
