高校学报要逐渐显示出自己的学术优势和水平,办出自己的个性和特色,一个重要的因素就是要具有参与意识.所谓参与意识,就是要敢于接触学术各科研究的前沿,接触那些关键性的,但又有争议的敏感问题,培育各种处于萌芽状态的新思想、新见解、新观念.目前,不少高校学报重在求稳,对那些具有一定新见解,但又很容易引起争议的稿件,往往取摒弃态度,更多的是选用那些冷僻的、与世无争的、安全系数大的稿件.这样的选择,往往造成两种情况:一是学报质量不高,没有特色,失去它应有的作用;二是学报学术水平平平,没有创见,刊物影响不大.无论哪种后果,都不能实现学报要为科研服务并引导科研的宗旨.可见,多一点参与意识,少一点求稳倾向是高校学报改革中亟待解决的问题之一。
