基层行政是县级以下的各级机关的行政管理工作。县级以下的各级行政机关、事业单位同广大人民群众具有直接联系,县级以下的行政干部往往直接面对人民群众的各种诉求,处于各种矛盾和问题的第一线。进行基层行政管理创新,建立文明执法的行政管理和综合执法制度,在建设社会主义和谐社会的过程中具有十分重要的地位和作用。进行基层干部的行政管理创新和文明执法素质培养,需要根据行政管理过程当中具有的科学规律,遵照中央相关指示精神进行。
Grass-roots administration is the administrative work at all levels below the county level.
