The worldwide price of crude oil plunges and is still fluctuating. From November 1985, the average price of crude oil per barrel dropped from a high of US $ 29.094 to a downtrend below US $ 10. This global oil price plunge wave spreads widely and has a huge impact. The impact of the drop in oil prices on the development of China’s offshore oil industry is a matter of concern to all.
