国际法院是联合国的重要司法机构,它的总部设在荷兰海牙的和平宫内,由15名不同国籍的独立法官组成。他们由各国政府委派的著名国际法专家提名,在联合国大会和安理会分别获得多数赞成票后才可当选,任期为9年,每3年改选5名,可连选连任。按照规定,15名法官“应能代表世界各大文化及主要法律体系”。院长和副院长的任期均为3年。中国恢复在联合国的席位后,多年没有推荐候选人参加国际法院法官的选举。1985年,倪征(日奥)当选国际法院法官。1994年,倪退休后,史久镛被48届联大选为国际法院法官(现任国际法院院长)。
The International Court of Justice, the principal judicial organ of the United Nations, is headquartered in the Peace Palace in The Hague, the Netherlands and consists of 15 independent judges of different nationalities. They are nominated by well-known experts in international law appointed by their respective governments and can only be elected after the majority of the votes are approved respectively by the UN General Assembly and the Security Council for a term of 9 years and 5 reelected every 3 years for re-election. According to the regulations, 15 judges “should be able to represent the world’s major cultures and major legal systems.” The term of office of both the president and the vice president is three years. After resuming its seat in the United Nations, China has not recommended candidates for the election of judges of the International Court of Justice for many years. In 1985, Ni Zheng (Japan) was elected a judge of the International Court of Justice. In 1994, after Ni retired, Shi Jiuyi was elected a judge of the International Court of Justice by 48th session of the UN General Assembly (incumbent president of the International Court of Justice).
