随着市场经济观念的深入,成本意识越来越成为人们的行为准则,行政成本问题也逐渐成为关注的焦点。我国已成为行政成本较高的国家,居高不下的行政成本致使有限的财政资源捉襟见肘,加大社会的经济负担。因此,有效控制行政成本,建设节约型政府,对于深化政府机构改革和行政管理的科学化、现代化建设都具有十分重要的理论和现实意义。
With the deepening of the concept of market economy, cost awareness has become more and more people’s code of conduct, the issue of administrative costs has gradually become the focus of attention. My country has become a country with a high administrative cost. The persistently high administrative cost has resulted in the limited financial resources being stretched so as to increase the economic burden on society. Therefore, effectively controlling the administrative costs and building a conservation-oriented government have very important theoretical and practical significance for deepening the scientific and modernization construction of the reform of government agencies and administration.
