甘肃革命老区属于经济欠发达地区,长期处于贫困状态,贫困面广、贫困度深,而且自我“造血”能力较差,财政自给率非常低,财政保运转、促发展任务严峻,迫切需要中央和省财政加大资金投入和政策支持力度,为其培育新的经济增长点、提高自我“造血”能力和发展能力创造条件。笔者认为,振兴甘肃革命老区的财税政策应当主要围绕三个方面用力,分别是扶贫攻坚、生态
The old revolutionary base areas in Gansu belong to the economically underdeveloped areas. They have long been in a state of poverty, with a wide range of poverty and deep poverty. They are also less capable of self-hematopoiesis and have a very low self-sufficiency rate of financial self-sufficiency. The central and provincial governments will step up their investment in capital and policy support so as to create the conditions for them to cultivate new economic growth points and enhance their ability of self-development and development. The author believes that the rejuvenation of the old revolutionary base areas in Gansu fiscal policy should focus on three aspects of force, namely, tackling poverty, ecological
