武陵山少数民族试验区生态资源及经济开发的现状决定了在区域经济快速发展的同时,要更加突出生态与环境保护的战略地位。“武陵山生态经济圈”建设需要发挥市场资源配置的基础功能和政府宏观调控作用,建立市场与政府共同参与的绿色发展新机制。在我国现有的绿色发展政策与法规基础之上,通过以市场为主的融资模式构建责任投资制度,并对金融刺激可能来带的道德风险进行防控,使该区域发展更符合生态经济圈的定位。
The status quo of ecological resources and economic development in Wuling Mountain Minority Experimental Zone determines that while the rapid development of regional economy, we must give more prominence to the strategic position of ecology and environmental protection.
