2007年7月6日,为保障孤儿的基本生活和健康成长,进一步完善社会救助制度,提高社会福利水平,辽宁省政府颁发了《关于加强全省孤儿救助工作的意见》(辽政办发[2007]47号),民政部副部长窦玉沛对此给予了高度评价:“辽宁省政府和发改委、民政厅就孤儿救助和养老福利事业出台意见和‘十一五’规划,强有力地推动了社会福利事业发展。”沈阳市政府为了全面贯彻和落实省政府的47号文件精神,以孤儿的基本生活和健康成长为切入点,深入调研,立足实际,于2007年12月19日颁发了《关于加强沈阳市孤儿救助工作的实施意见》(沈政办发[2007]56号),在孤儿生活水平、医疗、就学、就业、住房等方面提出了切实可行、富有创新的实施意见,其操作性、针对性、实用性可圈可点。
