众所周知,海洋是巨大的资源宝库,也是维系人类生存和发展的一个主要空间。然而长期以来,人们所关注的只是社会经济的高度发展,却忽视了对海洋环境的保护,大量的工业废水和生活污水源源不断地排入海洋,不仅严重污染了海洋环境,破坏了海洋生态平衡,而且对人类的健康,甚至人类的生命财产也已构成了极大威胁。
