党的十六大提出,“发展社会主义民主政治,最根本的是要把坚持党的领导、人民当家作主和依法治国有机统一起来”。我国广大农村在实行村民自治后,需要切实把这一精神落到实处,因为这是一个关系到党能否加强对农村工作的领导,村民自治能否健康顺利发展的重大问题。但是,目前却遇到了一个有待进一步探讨的问题:如何处理村级党组织和村民委员会的关系?关于村民自治条件下的两委关系,《中华人民共和国村民委员会组织法》(以下简称《组织法》)和党的有关文件都作出了规定:党组织是领导核心,同时又要支持村委会依法行使职权,保证村民自治健康发展。这样的规定从原则上讲是符合中国农村实际情况的。但在实践中,相当一部分农村两委处于矛盾对立状态。这对村民自治的健康发展,对农村的改革发展稳定带来了不良的影响。

However, at present, there is a problem to be further explored: how to deal with the relationship between village-level party organizations and villagers’ committees? Regarding the relationship between the two committees under the conditions of villager autonomy, the Organic Law of the People’s Republic of China on Villagers Committees (hereinafter referred to as “ ”) And the relevant documents of the party stipulate that the party organization is the leading core, meanwhile it should also support the village committee to exercise its functions and powers in accordance with the law and guarantee the healthy development of the villagers’ autonomy. In principle, such provisions are in line with the actual conditions in rural China. However, in practice, a considerable part of the two committees in rural areas are contradictory and opposition. This has a negative impact on the healthy development of villager autonomy and on the stability and stability of rural reform and development.
