社会保障制度事关改革、发展、稳定的全局，事关广大人民群众的切身利益。我国是一个发展中国家，人口多，生产力发展的总体水平不高，经济还处于欠发达状态，城乡差别大。从这一国情出发，本文提出在统一开征社会保障税的基础上建立适应社会主义市场经济的城乡有别的社会保障
The social security system is related to the overall situation of reform, development and stability and concerns the vital interests of the broad masses of the people. As a developing country, China has a large population, a low overall level of productivity development, an underdeveloped economy and great urban-rural differences. Starting from this national condition, this paper proposes to establish a separate social security system for urban and rural areas which is adapted to the socialist market economy on the basis of unified introduction of social security taxes
