在茶峒镇隘门村村主任华如启的协同之下,2005 年春夏之交,一场意在“为民请命”的“基层全面辞职”风波蓄势待发,此举终于惊动北京,延续数年的清水江污染问题由是看见了破解的曙光。华如启不是以代言人的形象出现在公众面前,而是极力超越地界的限制,联结民众,捍卫地方官商勾结的利益格局下农民已几近窒息的生存权及发展权。今日之乡土中国,基层社会日益呈现松散化的格局, 而华如启这类具有号召力和公信力的农民带头人的涌现,无疑为基层利益的整合带来了充满希望的启示。
