在重申近代以来环渤海地区经济中心重组的基础上,分析促使经济中心重组的政治因素。其一,西方列强胁迫清廷在北方开埠通商,其主要目的是出于政治军事因素的考虑,即试图建立军事基地,扩大在华政治势力范围。其二,中国政府自开商埠,是维护主权、开展商战和扩大财源的重要措施,客观上增强了城市经济实力。其三,政府、军阀官僚和华商出于抵制外侮或扩大自身势力的意图,在省会城市投资兴办工商业和金融业,促使其经济地位提升为一定范围的经济中心。
On the basis of reiterating the reorganization of the economic center in the Bohai Rim region since modern times, the article analyzes the political factors that promote the reorganization of the economic center. First, the Western powers coerced the Qing government to open ports and trade in the north. Its main purpose was to give consideration to political and military factors, that is, to attempt to establish a military base and expand the scope of its political influence in China. Second, since the Chinese government started its commercial port, it is an important measure to safeguard its sovereignty, carry out its war of business and expand its resources, and objectively enhance the urban economic strength. Third, the government, warlord bureaucrats and Chinese businessmen, out of their intention of resisting foreign aggression or expanding their own power, have invested in the business and financial sectors in the capital cities and promoted their economic status to a certain economic center.
