In the face of the arduous task of the next decade, there are four issues that need to be emphasized: (1) We must continue to regard stability as a major issue and consolidate and develop a stable and united political situation. Since last year, we firmly implemented the party central committee’s principle of stabilizing and repressing all others and maintained the basic stability of social order and political situation. However, we must clearly understand that there are still many destabilizing factors in overall stability. We can not have the slightest numbness and relaxation on the issue of stability. We must always keep stability as a major issue in our hands. To achieve stability, we must grasp three key issues: First, we must give prominence to solving temporary economic difficulties. The current hot spots affecting social stability have shifted from political issues to economic ones, such as
