2014年3月9日,习近平总书记在中华人民共和国第十二届全国人民代表大会第二次会议安徽代表团参加审议时,在关于推进作风建设的讲话中,提到“既严以修身、严以用权、严以律己,又谋事要实、创业要实、做人要实”的重要论述,简称为“三严三实”。“三严三实”贯穿着马克思主义政党建设的基本原则和内在要求,体现着共产党人的价值追求和政治品格,是新的历史条件下党员干部修身之本、为政之道、成事之要、做人之基,彰显我们党驰而不息改进作风的决心和恒心。
