本文从大战略高度分析了世界经济形势,提出了新世纪将进行的全球结构性大调整。在调整中充满矛盾和竞争,争夺的焦点将是制空(整个空间)权、制海(整个海洋)权、制生(生态环境)权。由此引出尖端科技产业面临的挑战,提出了相应的对策,如高水平跨越战略、有限威慑战略、国际化战略、社会化组合战略等。从国家利益和国家关系出发,提出了国家安全涉及主权的诸多领域,尖端科技产业肩负着保卫国家安全和牵动国民经济建设的使命;面对着直接的战争对抗和激烈的市场竞争。为了占领市场,打赢高科技下的未来战争,增强我国尖端科技产业的整体实力,根据改革开放的总体要求,提出了尖端科技产业在新世纪的战略目标和基本方略。其中,关于体制、机制、投融资模式、国家采办体系,以及大尖端、大国防、大协作,国家和民闻共融、互济、互动的方略等,对我国尖端科技产业的深化改革具有重要意义。
This paper analyzes the world economic situation from the grand strategy level and proposes the major global structural readjustment to be carried out in the new century. In the adjustment are full of contradictions and competition, the focus of contention will be air (space) power, the sea (the entire ocean) right, making (ecological environment) right. In order to occupy the market, win the future war under high technology and enhance the overall strength of China's cutting-edge science and technology industry, the strategic objectives and basic strategies for cutting-edge science and technology in the new century are put forward according to the general requirements of reform and opening up.
