集体土地使用权证书是国家向农户发放的确认其在农民集体所有的土地上建造个人住宅的权利的法律凭证。是土地征收(用)补偿、房屋拆迁安置的重要依据,是推动农村土地产权制度改革,增加农民财产性收益,实现农民住房转让、抵押、担保等行为的重要保障。笔者调查后认为,在集体土地确权工作中切实维护农村妇女合法权益,将妇女的名字写在使用权证书上,不仅有利于促进性别平等、家庭和谐,更能极大地激发广大农村妇女建设社会主义新农村的积极性和创造活力。
The certificate of collective land use right is the legal certificate issued by the state to the peasant household confirming its right to construct personal dwelling on the collectively-owned land of the peasant. It is an important basis for land acquisition (use) compensation and house demolition resettlement. It is also an important guarantee to promote the reform of rural land property rights system, increase farmers ’property income, and realize the transfer, mortgage and guarantee of farmers’ housing. After investigating, the author believes that effectively safeguarding the legitimate rights and interests of rural women in the work of collective land ownership confirming that women’s names are written on certificates of rights not only helps to promote gender equality and family harmony but also greatly inspires the majority of rural women to build their society New rural initiative and creativity.
