主任、各位副主任、秘书长、各位委员:市人大城建环保委员会收到市人民政府提请市人大常委会审议的《上海市实施〈中华人民共和国大气污染防治法〉办法(草案)》(以下简称《实施办法(草案)》)后,随即召开了多次座谈会,听取了部分市人大代表和有关专家、学者对《实施办法(草案)》的意见和建议,并组织了常委会组成人员对本市大气污染防治工作进行了视察。2001年3月20日,城建环保委员会召开第二十六次会议,对《实施办法(草案)》及其说明进行了审议。现将审议意见报告如下:
Director, Vice Presidents, Secretary General and Members: Municipal People’s Municipal Construction Environmental Protection Commission received the Municipal People’s Government’s proposal to the Municipal People’s Congress for consideration of the Measures for the Implementation of the Law of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution (Draft) (hereinafter referred to as the “ Implementation Measures (Draft) ”), a number of symposiums were held immediately followed by the opinions and suggestions of some municipal people’s congress deputies, relevant experts and scholars on the“ Implementation Measures (Draft) ”and the arrangement of the members of the Standing Committee to this City air pollution prevention and control were inspected. March 20, 2001, Urban Construction Environmental Protection Committee held its twenty-sixth meeting, on the “Implementation Measures (Draft)” and its description were reviewed.
