国家版权局于1993年4月20日发出通知指出,我国在1992年1月17日同美国签定了《中华人民共和国政府与美利坚合众国政府关于保护知识产权的谅解备忘录》,并自1992年10月15日起实施《伯尔尼保护文学和艺术作品公约》。以上两个文件为国务院于1992年9月25日颁发的《实施国际著作权条约的规定》所指的“国际著作权条约”。
On April 20, 1993, the State Copyright Administration issued a circular stating that China signed the Memorandum of Understanding between the Government of the People’s Republic of China and the Government of the United States of America on the Protection of Intellectual Property Rights with the United States on January 17, 1992 and since 1992, On January 15, the “Berne Convention for the Protection of Literary and Artistic Works” will be implemented. The above two documents are the “International Copyright Treaty” referred to in the “Regulations for the Implementation of International Copyright Treaties” promulgated by the State Council on September 25, 1992.
