《中国共产党机关公文处理条例》规定,“意见用于对重要问题提出见解和处理办法。”今年8月24日由国务院发布的《国家行政机关公文处理办法》也规定,“意见适用于对重要问题提出见解和处理办法”。这就正式把意见定为了党政机关的主要公文种类。而在实际工作中,意见使用得越来越频繁。根据《条例》和《办法》的规定,结合实际情况,笔者现就意见的使用谈谈一孔之见。意见是近年来在建设有中国特色的社会主义民主政治的进程中新兴的文种。它是就某项工作提出
