随着经济的迅速发展,环境保护问题越来越得到人们的重视。一些因为环境被破坏而引发的事件,如“太湖蓝藻事件”“、安徽蚌埠村民因企业排污死于怪病”“、湖北自来水污染事件”等等,让我们认识到环境问题的迫切性和严重性。因此,除了完善法律来对环境污染进行治理,公民参与至生态环境中的需求也越来越强烈。本文正是从这样的背景之下,尝试探讨我国环境法中公众参与权的基础理论以及实现路径,对我国环境保护法律制度的完善提出一定建议。

Therefore, in addition to improving laws to control environmental pollution, there is a growing demand for citizens to participate in the ecological environment. From this background, this article attempts to explore the basic theory of public participation in China’s environmental law and the way to realize it, and put forward some suggestions on how to perfect the legal system of environmental protection in our country.
