基于对山东、湖南、安徽、四川、北京、天津等17个省市农民工的问卷调研分析:发现政府针对返乡农民工就业培训政策措施落实程度较低;就业培训措施的普及率不高;政策措施与返乡农民工之间缺乏有效的沟通机制。从构建返乡农民工就业培训长效机制的现实依据和法律依据出发,认为返乡农民工就业培训长效机制的构建应当着重解决培训对象的确定、培训内容的设置、培训机构的选择及监管、培训资金的支付等四个方面的问题。

Based on the factual basis and legal basis for establishing the long-term mechanism of employment training for migrant workers returning home, it is considered that the establishment of long-term employment mechanism for migrant workers returning home should focus on the determination of training target, the setting of training contents, the choice of training institutions and the regulation , The payment of training funds and other four issues.
