在美国俄亥俄州采用群体评估法对库亚霍加县行使水土保持表决权进行了调查研究。结果表明,社会上绝大多数都支持行使水土保持表决权以保护当地的水土资源。支付意愿与费用的征收,家庭收入以及对自然资源保护意义的认识密切相关。这一信息对于水土保持区的战略决策,项目规划以及资源配置都大有裨益;群体评价法对于评估公众对水土保持问题的意见是一种有效的工具。该方法和相应的管理方式对于我国实行体制改革后农村水土保持工作的开展有一定的借鉴意义。
In Ohio, USA, a community assessment was conducted to investigate the exercise of soil and water conservation voting rights in Cuyahoga County. The results show that the overwhelming majority of the community supports the exercise of the right to soil and water conservation to protect the local water and land resources. Willingness to pay is closely linked to the collection of fees, household income and awareness of the significance of natural resource protection. This information is of great benefit to the strategic decision-making, project planning and resource allocation of the soil and water conservation area. The group evaluation method is an effective tool for assessing public opinions on soil and water conservation issues. The method and the corresponding management methods have certain reference significance for the implementation of water and soil conservation in rural areas after the system reform in our country.
