当前,我们正处在建设四个现代化的新时期,要实现四化,最大的问题就是人才问题。干部档案是及时发现人才和合理使用人才的主要依据,是直接为党的总任务和总目标服务的。因此,搞好干部档案工作,具有十分重要的意义。现就干部档案如何在人才开发中发挥作用谈些粗浅的看法。一、干部档案工作的现状及原因在我国,干部档案涉及的主要范围,是以各类脑力劳动者——知识分子和行政管理干部为主。可以说,这一大批人是我国现有人才的中坚和主体部分。充分调动他们的积极性,最大可能地发挥他们的才能,是我国实现四个现代化的关键问题。然而,目前干部档案的现状却远远不能适应四化建设的需要。这可从干部档案的内容的分析中得到说明。
