引言随着海南省城镇化建设步伐的加快,特别是海南国际旅游岛建设的不断推进,大项目、大企业引进加速,基础设施及相关配套项目的建设规模不断扩大,农村集体经济组织的土地被大量征收。由此引发的农村集体土地征收补偿款分配纠纷也急剧增加。这类纠纷类型多样,主体特殊,而且涉及农民阶层的切身利益,具有一定的敏感性、群体性和政治性,近年来多次引发群体性事件,已成为影响农村稳定的重要因素。如何妥善处理农村征地补偿款分配纠纷,既是当前司法实践的一个热点与难点问题,也是事关农村社会关系和谐稳定的重大课题。
